Plan International Rwanda’s Country Strategy 2026–2030 is designed to ensure that girls, children, and young people in Rwanda thrive in safe, inclusive, and resilient communities where equality is realised, and futures are secure.

Our key areas of work
- Skills, employability, wellness, and resilience for youth and families: Youth employment and entrepreneurship, especially for girls, young women, and their families, are central to our work across local, refugee, and host communities. Our work integrates preparing for emergencies and disasters so that communities have the tools to adapt to change, and sexual and reproductive health and rights for robust advocacy to prevent teenage pregnancy and school dropouts.
- Foundations for safe and brighter futures: We protect children and young people from all forms of violence by improving local services to prevent harm to children. Our work incorporates early childhood development services at multiple levels and empowers young people through comprehensive sexuality education, enabling them to make informed choices for safer futures.
Issues we include across all our work
- Gender equality and inclusion: We challenge negative gender and social norms, build girls’ agency, work with boys and men, and improve the daily conditions and position of children, girls, and young people in all their diversity, especially girls, youth with disabilities, and refugee populations.
- Youth engagement: We are committed to becoming an organisation that focuses on young people by promoting consultation, collaboration, and support for youth-led initiatives. We also promote the leadership of girls and young women and strengthen their real engagement and elevate their voices in all decision-making spaces.
- Feminist leadership: We embed shared power, accountability, and voice across all levels of programming and decision-making.
- Climate resilience and digital innovation: We equip young people and families to thrive in a rapidly technological changing world.
- Advocacy and influencing: We do advocacy, building on facts to challenge norms, improve services, and strengthen policies. Girls’ and youth voices should be amplified from local to global levels.
- Partnerships: We promote local partnerships connected to our global approach of working together towards success. Partnerships with government, civil society, communities, the private sector, and development partners ensure coordinated, sustainable, and community-owned solutions that amplify the voices and agency of children, girls, and young people.
