Plan International stands with children whose lives have been impacted by conflict, supporting them to feel safe, learn, belong and shape strong futures in their communities.

Four years into the full-scale war in Ukraine, this support is not just about response—it’s about stopping lasting damage and responding to an ongoing safety crisis. Since March 2022, we’ve worked in Romania to meet the immediate needs of children and their families affected by the war in Ukraine.

Thousands of girls are seeing their lives uprooted by the war in Ukraine. As of February 2026, over 203,684 refugees from Ukraine have sought safety in Romania. Over half of them are women and girls, and nearly one-third are children.

The prolonged crisis means girls need support now more than ever to stay safe, continue learning and regain a sense of belonging.

We support every aspect of a child’s life, including education, safety, health and their ability to shape their future. In Romania, we’ve worked with 10 locally-led organisations to support children and young people to access safe and inclusive services, strengthen their well-being and integrate into their communities.

Across Romania, refugee children are rebuilding their lives, returning to learning, rediscovering safety and confidence, with locally led partners making this possible every day. Together, we’ve supported more than 70,360 people—not just in meeting their immediate needs, but to restore stability, strengthen their well-being and move forward with dignity.

Refugees and host communities in Romania have diverse needs. Here’s what we’re focusing on:

  • Ensuring access to girls’ health and well-being services and information.
  • Creating safe places for both refugee and local children to learn, play and recover.
  • Protecting girls and women from violence and abuse with stronger safety measures.
  • Helping refugees from Ukraine adjust to life in Romania through skills training and language courses.
  • Helping children have uninterrupted access to safe, inclusive, quality education through creating temporary learning spaces and enrolling children into local schools.
  • Expanding access to mental health and psychosocial support for children, young people and their caregivers.
